GTX 950 display cannot see BIOS upon bootup

Hey everyone,
 
Here is my current build
The GTX 950 
MSI Pro B450-A Max 
16 GB of Skill TridentZ Ram

AMD Ryzen 3 3100 CPU

1T HHD
128G SSD
750 Modular Power Supply
 
Here is my problem
I started the build last night, and after connecting everything up, the MB would POST, but no display from the GTX 950.  After switching out the GC for my friends RTX 2080 Super, we were able to see and interact with the BIOS.
 
We put the GTX 950 into his computer, and it worked fine, but did not allow us to see the BIOS on his computer.
 
With his RTX in the new build, we installed Windows, and then switched the cards back.  Thinking it was possibly a driver issue.  No go.  The GTX 950 had no display.
 
So we switched the GTX 950 with his RTX 2080 again, downloaded a BIOS update, and then updated the BIOS.  We swapped the cards again, and now we get a display when Windows starts up, but it never displays when the BIOS pops up.
 
Since then we have downloaded the appropriate graphics drivers, and still can not see the BIOS upon boot up.  
 
Any thoughts?

    Try using the dvi or hdmi port if you’re using dp.

    Currently using an hdmi cable, but have tried with dp. Along with 2 separate monitors.

    Do you only have 1 screen plugged in?  Depending on which ports are used, sometimes the 'main' screen is on a different output.

    With the 950 in check if the BIOS screen is coming out of the ports on the motherboard. If it is, go into the BIOS and set the VGA priority to offboard graphics.
