EVGA GTX 1070 FTW Does Nothing.

I have a GTX 1070 FTW Edition GPU, and it doesn't do anything it doesn't show any lights on it, the fans don't spin at all, and it isn't detected by the motherboard and does not show a signal. The previous card I had in my rig is my old EVGA 9800 GTX+ if that matters. I can hook that in after trying the 1070 and it will work just fine. Any help would be appreciated on this matter.

I have a MSI Z390-A PRO Mobo
EVGA W1 Series 600 Watt 80+ Certified PSU
Corsair Vengeance RGB Pro RAM
An I5-9400f CPU

Things I have tried.

Multiple Monitor Ports, HDMI, DVI

Turning the switch From Master to Slave

Reseating the GPU 3+ times.

Ensuring the power connectors were both plugged into the card firmly.

Disconnecting the power and holding the power button for 30 seconds.

Taking the CMOS Battery out of the Mobo for 5 Minutes.

Trying both PCI-E Slots

    Sounds like it is defective/broken.
    Do you have any evidence that it isn't defective/broken?  Did you just buy it?  Does the seller claim that it works?  Can you get a refund?

    I bought it a couple weeks back I got it off ebay, the seller claims it is a Manufacturer refurbished card, said it wasn't used. I saw on the power ports and on other parts of the card that there was some residue on the solder joints. So I took that to be Flux Paste or something for soldering. eBay does have a money back guarantee if it isn't as described.

    Sounds like you tried numerous things _ I'd return it and get your money back.

    I have just initiated a return with the seller, they don't accept returns but I am supposed to be protected by the Money Back Guarantee.

     I would put in a ticket with Ebay stating it was not as described. He may ignore you long enough for the ebay money back guarantee period to expire.
