Well , I'd either leave the fan on all the time or just make sure my case had great airflow to keep it cool enough,.. because opening up the inside of a PSU after it's been in use is Extremely dangerous >>!!
I highly advise against it , unless you are an expert at wiring & capacitor discharge procedures. Units will hold power inside for quite some time after being unplugged ..
Maybe consider taking it to a computer repair shop & let them replace the fan/ diagnose it .?
