New Pc Builder Questions about Step Up

So as many know, it is a difficult task to find any graphics cards available at a reasonable price. However, EVGA has enticed me with their step-up program. So I was wondering if I were to purchase the gt 1030 SC, 02G-P4-6338-KR due to being the only card in stock currently. Would I be able to immediately apply for the step-up program for the RTX 3070 of any variant? Or is there anything I need to keep in mind?

    I don't think there is anything preventing you from doing it (check the rules to be sure) but just keep in mind that you will end up on a waiting list, I am over a month in que and it might be another 2 months before I get my card. So if you are planning on building a PC, look around for the best EVGA GPU you can find (like 1660ti) that is under the price of the card you wish to step-up to. You will end up using that card while you wait. If you have a good GPU sitting around currently, you can just buy a cheap EVGA card for the step-up.
