no, I'm just saying the biggest factor is temps, and if you want to avoid downclocking the easiest way to do that is to keep the card as cool as possible, it's not rocket surgery.

on the contrary its addressing the biggest factor of "fluctuating clocks".

 
Your clocks do not fluctuate rapidly due to temps. You have defined temp bins of ~13mhz whereas GPU clocks under load can typically FLUCTUATE 10 times that amount, unless you're not using the default Boost profile.  Maybe we are having an issue with definitions. I'd like to see you post up a shot like I did addressing it 100% with the GPU both overclocked and under volted.
It's not on the contrary,  until you show us it is.  You;re of course correct in that you can keep an AVERAGE higher boost by keeping your GPU cooler. That is not got to stop the clocks and voltages from varying. Have you even fired up GPU-Z one time? It's a nice tool you could learn a lot from.

the other boost clock bottleneck i can think of is FP16 particles in some games. most of the time though the cooler the higher the clocks unless the card gets warp throttled.

Try same tests when the room is at its coldest of the day/night and then again when its warmest. Wonder if environmental factors have anything to do with discrepancies.

Yes, ambient temps affect boost clocks. The cooler the you keep the GPU the higher your average boost clock will be.
