Could I experience CPU bottlenecking with a 9900X-10-Core and 3090 Graphics card?

Could I experience CPU bottlenecking with an Intel i9 9900X-10-Core and 3090 Graphics card? I plan to upgrade from my 1080 Ti SLI once stock is available. I hear a lot about CPU bottlenecking. This is a 10-core processor with hyper threading total 20 threads. What are the odd?

    If your resolution and frame rate is set low enough you could likely bottleneck any CPU but once you go above 2k to 4k or above the load is almost entirely shifted to the GPU.
     
    So the answer is it depends. If you're gaming at 1080P then you'll likely CPU bottleneck with a 3080 and above but that's true with any of the released CPU's. At 2560 x 1440 @165 FPS and above then no you likely will not CPU bottleneck.

    I'm currently gaming at a resolution of 5120X1400 I heard the 3090 is over kill for anything 1440 I was also once gaming at 3400x1400 and it was wicked fast with no CPU bottlenecking. I won't go back now that I'm at 5120x1400

    If all you do is game, you'll be fine. Benchmarks where there are CPU tests that can stress more than 10 cores, you'll come up a bit short. I'm assuming you mean 5120x1440 resolution which is like running 2 1440p monitors without a bezel. There are no games that really even make proper use of 6 core CPUs, let alone 10 so for games you'll be more than fine.
