They don't have stock yet on their EU Store indeed. EVGA sent stock to various EU (r)etailers and it should get there in a few hours / days, no mention if they also will have stock on their own website. Also no mention of who is concerned and how much stock has been sent. You can find EVGA's partners and know which retailers work directly with EVGA but you can't know if all of them are being shipping stock right now though, that's what I mean by that.
 
But yes. Europe seem to be a 2nd tier region regarding how manufacturers prioritized US at launch. In a few days / weeks that should be better, EVGA estimates that around mid october / end october it should be (way) easier to get a 3080 / 3090 card. Shipping takes time especially with pandemic going world-wide. 

Best thing to do is wait if you know you're 12th, because even if you wait a bit you should get it pretty quickly. It's not like you are 257th in line it's what I mean.
