I purchased an EVGA RTX 2060 KO Ultra and want to make sure I can Step-Up to the RTX3070.

I purchased the EVGA GeForce RTX 2060 KO ULTRA GAMING, 06G-P4-2068-KR, 6GB GDDR6 () (but the "-KB" version from Best Buy), registered it for the warranty, and want to make sure that I am eligible to Step-Up to the RTX3070 when available from EVGA. I'm anxious about it and want to make sure I'm able to Step-Up before the 14 day return period ends for Best Buy. 
 
I noticed that EVGA has their 3090 model already listed under their Step-up information page, but the 3070 is not listed yet. Why is that? 
 
When will I be able to begin the Step-Up process? Do I have to wait until EVGA adds their 3070 model to the store? Am I able to begin the process right now and get in queue?

    3070 releases 10/15. That would probably be the soonest for it to be listed (assuming they list it day 1 like they did the 3080/3090).
