The new game ready drivers fixed all my problems so this video is hella irrelevant. I hate his videos. He has horrible rambling problems and never gets to the point. And when he does, he doesn't explain it well.

TLDR: 1st: Underclock your card so when it boosts it won't require as much power! 2nd: Adjust Power Target in your OC utility to ensure that it always wants the highest amount of power. If you don't, when it tires to boost it won't get enough power and crash.

Which is exactly what I have been saying as a potential fix paired with Studio Drivers. The GRD 100% fixed this issue and you don't need to adjust power scaling anymore.

So then the driver is gona make sure the card dont boost as high? That be some funny stuff it one now could not get the card to clock over 2k now. Sure that's not it.

Be interesting to see some overclocking now.

I am still hitting 2065 fairly consistently with my previous OC on the new drivers. Some games and 3DMark runs let me hit it, others don't. No for sure idea why yet. My guess is thermal throttling happening WAYYYY too early. ICX reports spikes over 80C here and there, and that's when I see it drop lower than 2065 and never come back. If I have my side panel off its more stable. If you water the chip it probably will be no more issues. 1960MHZ is my almost guaranteed minimum though @ 100% usage.

TLDR?  Who wants to watch a 17 minute video?!

Basically he believes the crashes are cause by the core constantly changing and doing your best to lock it seems to stop crashing

That's a thing with Turing and Boost 4.0.....hmmm.

He’s saying the voltage draw of 1.1v is causing instability and throttling. If the voltage is 1 you get a stable clock and no crashes. The clock spikes at 1.1v and voltage throttling caused noise which led to crashes which is why the all cards types crashed regardless of caps. This is what he’s saying. The driver today probably tweaked the voltage. One could just check in afterburner if they have a card and update it.

He has is stable at 1.1 when the core is locked at 2100 from what I saw

We must be watching a different video. In the game the clock goes all over the place until he drops it to 1. But maybe I’m missing something.

Absolutely. It was a new video on the subject so I figured I would share. Maybe he's on to something maybe not

Not his most articulate video, but I had no problem understanding what he was describing.  Just typical wonky boost table behavior causing crashing, the occasional low voltage-high clock condition, needs to be smoothed out, maybe in the drivers but more likely in the bios.  Pretty standard stuff.
