Does anyone have any info on whether or not the Hydro Copper variants of the 3080/3090 are going to be added to the Step-Up Program? I bought a 2080 Ti Hydro Copper and I would love to step up to the 3080 without having to buy a separate water block from EK.

    Probably not.  At least not any time soon.
