I was on the actual second the site came back up, and i've gotten to 2nd step notification yet..

I'm trying to wrap my head around this too. Perhaps something to do with alphabetical order within a queue addition resolution of maybe minutes or hours?
 
For example: the system polls every 5 minutes, distributing queue ID's according to alphabetical order. All step-up requests submitted from 9:05 am - 9:10 am are treated as being received at 9:10am...
 
I'm probably way off, and it was just luck of the draw. But I'm getting pretty antsy over here. Luckily I've had some stuff to keep me busy now that the summer is ending.

Would not know unless I saw the code/whatever myself. Not sure about others but to add on what I stated earlier, the Step 1 email was definitely not an accurate timestamp of when I completed the form. It was several minutes before I had actually received the email so while it may have been near instantaneous for others it def. was not for me. My memory is not perfect but I can somewhat confidently state that the option for the 3090 appeared at 9:04 for me (just moments before 9:05) and as I had already had my original payment copied it was probably less than 10 seconds before I submitted the form. Sorry that my emails timestamp is a possible point of contention, I wish it could reflect the actual time. 
 - Also sorry for lengthy post lol.  

I think that is more or less true for all of us. I can't recall the exact time I submitted the request because I was so busy refreshing to see the 3090 option appear. I think for me it was around 9:05. Regardless, I think your point stands, the confirmation email is probably just not the most accurate metric on when the system actually processed the request. My hypothesis earlier is so complicated and not based on any sort of evidence so its very unlikely.
 
Either way, I'm already feeling really obsessed with hoping Monday shows some movement for some more people. Hopefully me, but even if not, a few more step 2 reports will help us finish painting this picture of whats going on.

Anyone that has done the step up program before.

When they have you pay for the step up does that mean they have a card for you or just that you will need to pay and send your old card in? Kinda curious for the turn around once they actually tell you to send in your card.

The idea is that they have inventory allocated for you, so they can send your new card as soon as they receive your old one.

Got my step two today (28th) @ 3:30pm pst.

I just realize I need to find another graphics card to use if the queue is moving this fast. I only have graphics cards that are 19 years old.
