Just got my XC3 Ultra this week.  It's only pulling about 290-295W and GPU-Z is reporting vrel and vop (both) as the PerfCap constantly.  Voltage is stable at 12.1 on both 8-pins.  What am I missing?

What is the GPU load when you are pulling 290-295W?

What is the GPU load when you are pulling 290-295W?



OK, my bad I hadn't gotten around to running benchmarks yet and it seems like it does go into power limit when I run Timespy. 
 
I had just been playing around with it in Valhalla so I guess it's just something with that game causing the behavior.  Does seem weird.  GPU utilization is maxing out at 95%, power draw tops at 295, but actually seems to hang around 250-260W during most gameplay.  Temp stays under 70.  Seems odd to see voltage be the limiting factor while there is room to spare everywhere else.

I’m curious your xc3 boosts up to what in valhalla (when it’s 100% usage) ?

Well for some reason I never go above 96% utilization, but at stock settings it's boosting to about 1935-1965.  If I throw a +100 on the clock is will run at about 2025 for a while but seems to fall down to 1980-1995 after extended time.

I own an RTX 3080 TUF OC and that one also peaks out at 350w-358w with perfcap as Pwr.  So TUF allowing 375w is also not true.

At what resolution? 



1440p - Dell S3220DGF.  Getting mid 80's fps in Valhalla with everything on Ultra except Shadows: VH, Antialiasing:Med, Clouds:VH.  Valhalla does seem to behave a bit odd compared to other things though.  I only hit 96% utilization and Voltage limit all the time in it.  I seem to hit 99% utilization and power limit in other apps.

my xc3 3080 ultra the limited to 315w because the power from pcie becomes a lot.
 
Is a software fix possible or has this card failed? will i refund it to amazon?

It might be from the pcie slot 12v line.  vrel and vop are perfcaps that's for reliability and operation.

I've got an EVGA 1600w G2 and I'm getting these dang VREL VOP perfcap response as well. Gigabyte gaming OC 3080 gpu. I always start getting perfcap Vrel around 2000mhz no matter where I have the voltage sitting in MSI afterburner. Isn't this all related to the GPUs having a limit of roughly 150w per 8pin? So it's not really PSU related and just evidence that Nvidia sold us some graphics cards with no real OC'ing headroom? I've only read up on it a little, but isn't that also why shunt modding doesn't seem to be helping much?

Constant 328 @ 4k playing cyberpunk 99% usage 115 on clock 499 memory maxed slider ,50 on volts running 63 c fans at 88 %.
