2080ti ftw3 ultra - on default fan, fan 3 spins up wildly repeatedly when idle

Heya, included a short gif showing it happening. This occurs on both the default and OC bios, and happens when the default auto fan control is set. No activity need be going on, it will just noisily keep doing this over and over. If I set manual curves/control, it does not do this, even if fan 3 is set to be off under certain temps. ** Just to add, precision even reports the fan hitting 104% speed sometimes when it's doing this. It really goes in hard!
 
It will occur with or without Precision running (makes sense I guess since it's only occurring when precision isn't taking the reins.
 
Any ideas? Thanks in advance for any assistance.

    Sounds like a vbios issue. Try some different vbios versions to see if one will make the issue go away.
