https://xdevs.com/guide/e299ocg/ Guide from xdevs aka TiN himself. Not sure if the new XOC BIOS is on there that supports Cascade Lake X but it's on this forum for sure

The easiest CPU OC is to set all cores to the Turbo Boost 3.0 ratio, which is 48x on the 10980XE. It will be stable at stock voltage as 48x is in the VID table. For the memory, start with XMP. 4000 MT/s should be easy with +300 mV Uncore Offset on most CPUs.

Thanks I normally run my ram in 10th gen at 4800 cl14 1T @1.95v. Just have to have a play on the 299 Hoping to get over 5.2/5.3 on the 18 core using a phase change but we wil see.

X299 will probably max out at 4200 MHz.

The limit is the CPU's memory controller. The X299 Dark achieves the highest memory clocks of all X299 boards.
