Yes, but you are:
A) Guessing another version will be out in 3 months instead of 6 months to a year like the previous supers.
B) Assuming EVGA will even allow a step up to the cards. I'm pretty sure right now the only 3080 step up card is the FTW3, for instance.

As a 3D artist whose 970 died 3 month ago the struggle is real >< already waited for the 3080 launch now i should wait another 3/6 month for professional performance. should have gone with a 3090 I't be less of a headache. 
 
Does anyone know how the step up program work in case of back ordered ? Technically i ordered a 3080 at the launch, but will receive it probably well past the 14 day registration limit ? If it take the day of payment maybe i'm in the clear. trying to figure out if i can step up to 3080 20gb or 3090

My guess is its either the ti or super

That 90 day window from the date of purchase has no exceptions. If you are past the required 14 day registration window for the card that is needed to be eligible for step up, you can pay for an extended warranty to re-enable step up within the 90 day window.

I think when or if it releases is going to depend on what AMD shows with its big Navi release

 Thank's for pointing out this subforum I didn't caught it. Seems like I'm not the only one confused.
I did read the FAQ the misunderstanding come from the retailer side and when they make the invoice.
