RTX 2080Ti FTW3 with heavy coil whine noise

Hello, I have purchased a RTX 2080Ti FTW3 in November 2019, since the first day, it had coil whine noise, I followed up all advise I could find to decrease the coil whine (mostly advice posted here in the EVGA forums by Sajin) and it did not get better, now, it is even getting worst, the noise levels have increased over the time you can hear it from 7 meters away and I can hear the coil whine noise even in my headphones 


I contacted the company where I bought it (www.caseking.de) and they answered me that they don't RMA because of coil whine noise, and advised me to contact you.
 
What can I do?

    These are all you can really do...
     
    #1 Put glue on the noisy coils. Only works if coils are exposed. Will void warranty if done.
    #2 Run ati tool overnight to burn the card in. Click show 3d view to start ati render test.
    #3 Increase/decrease voltage on the card.
    #4 Use frame rate limiter software to limit fps in game to reduce whine.
    #5 Try a different psu.
    #6 Try a different motherboard.
    #7 RMA the card.

    Hi Sajin, Thanks for the answer. Please see bellow my answer:
     
    #1 I do not want to void warranty.
    #2 Have ati tool and also did run overnight to burn the card in. Didn't change anything.
    #3 I am not experienced in changing voltage, can I use EVGA Precision X1 ? And what volts are recomended?
    #4 Normally I game at 4k/60fps, I tried 30 fps and still same noise, no change at all.
    #5 I don't have a different PSU.
    #6 I don't have a different motherboard.
    #7 I would prefer to RMA, if this is a possibility please let me know so I can tell this to the company where I bought the card.

    Another thing you can also try is to plug your PC into another wall socket not on the same circuit as the one you are currently using. That may or may not make a difference. 
     
    If your coil whine is unbearably harsh contact EVGA technical support.

    That depend on local laws.
    In russia, for example, only store take responsability for your purhases and you can't adress any issues to manufacturer.

    You can use msi afterburner to undervolt the card using the vf curve editor.
