I'm testing different BIOSes on my X299 Dark but I can't find / download that version of BIOS. Does anyone have it?

You're likely looking for v1.22 and BIOS versions 1.10, 1.11, 1.13 and 1.22 are internal test builds only and not released to public.

Should be able to get all of the BIOS from here, https://www.evga.com/support/download/. I do not see a BIOS listed for 2/14/2020, if it was listed at one point, but not on the site now it may have been removed do to technical issues in which case I would not suggest using it.

The only BIOS you can get for your board are available here: https://www.evga.com/support/download/.
Any other BIOS not there would not be available for download

There's no BIOS (or beta BIOS) that was released on 2/14/2020.  I would know, as I handle this. 
 
My guess is that the date you listed comes from the internal build of the BIOS, maybe?  For example, when you boot up the motherboard or see it from within the BIOS?  In that case, the release date is likely well after that date.

Per Core VC is seriously plagued by bugs and a few other items too.
 
I got annoyed by it and already sold one of my two X299 Dark.

It's best to stick with the bios that are available on the website and are known to be stable and safe. If you anyone wants additional information on a bios problem they can always open a ticket and talk to support who should be able to answer any questions you might have. Since non official bios run the risk of hurting hardware I would avoid them and only use software provided by EVGA.

you set 45x or 46x for each core and end up having a cpu running at 43x within Windows with per Core VC.
you set an adaptive target voltage for each core and/or adaptive target voltage + offset and have cores disappearing in OS. (!)
and having a lower possible target Voltage for adaptive Mode, lower than 1.2V would be nice too. (many CPUs can do better, and high offsets are annoying)
 
this per Core VC is seriosuly bugged and unusable ATM, and competitors got that working. (i tried it with two different Asus Rampage Vi)
its a huge advantage when you can have working per Core VC with somewhat limited CPU cooling, since it allows lower vcore on the better cores.

I agree with most of what you said, but not with the part in bold.
The website is owned by TiN, not Kingpin, and TiN doesn't work for EVGA any more.
And Kingpin is hardly a researcher and developer.  I mean, I guess if you call a car crash dummy a member of an R&D team, Kingpin qualifies.  TiN is an electrical engineer.  Kingpin has no engineering qualifications and doesn't develop products.  Kingpin just pushes stuff to the limits.

Next X299 Dark Bug found: overclock Mesh with adaptive voltage and copy large files -> files corrupted, overlock Mesh with override voltage -> no problem.

I am about to be done with motherboards from EVGA for the next years.
I love the looks, and the quality of the build and components, but your UEFI/Software/QA department needs reinforcement.
Competitiors like Asus have way better UEFI/Tool Support, never seen such evident bugs there.

Next X299 Dark Bug found: overclock Mesh with adaptive voltage and copy large files -> files corrupted, overlock Mesh with override voltage -> no problem.
 

 
I'm not qualified to speak whether adaptive voltage is supposed to work, nor I can even try to guess are you justified in calling this bug without knowing how much you are pushing your CPU.
 
I will add these 2 cents though:
 
1. You are obviously running fine when not depending on adaptive voltage
2. My system has Mesh on Auto, which makes it overclocked to 30x with auto voltage. I have migrated over 6 TB worth of data to it and have validated migrated data against source twice. In those 20 TB worth of file operations I haven't had a single bit of error.
 
Which makes me wonder what are your exact settings and how exactly you validated them to make sure it is mb and not something else?

My CPU does that Mesh Ratio on Asus Rampage VI Extreme Omega without freezing or data corruption when copying large files. 
 
Bet Mesh @ Auto Voltage means override, i have got an Rampage Vi Extreme Encore around and a Strix II is waiting here as well.
 
Working per Core VC, LLC and VID, maybe stuff extreme overclockers don't miss, but i miss it frankly said.
  
The state of X299 Dark UEFI sometimes reminded me of a Biosstar UEFI, not feature-wise, but bug-wise.
 
If something does not work as intended, EVGA should not implement it and make it available when it works and has been tested.
 
And when you tried per Core VC and wasted your time with trying to circumvent all those bugs,
 
you can only come to the conclusion that there is a lack of QA @ EVGA UEFI development.
 
I intended to buy a Z490 Dark as well, but until this X299 Dark does not get a better UEFI, no more money for EVGA motherboards from me.
 
(yeah nb gives a sh!te about that, i know)

I’m not a fanboi of any brand for anything I buy so I won’t be blindly defending EVGA, especially because God knows I have my own gripes with how some things work (or don’t) and that QA should’ve caught them and addressed long ago. To the point where I too will think twice which vendor to go with when my next purchase cycle comes.
 
So I’ll give you that.
 
-However- my current perspective (which might be due to my limited knowledge) makes me feel it wouldn’t be correct to attribute this particular “issue” with mesh to buggy BIOS.
 
Even if we assume you have kept all other variables in your comparison exactly same between two setups we need to remember two things:
 
1. Intel’s official multiplier for mesh is 26. Anything above all bets are off and you are on your own.
 
2. It is my understanding vast majority of Skylake-X owners that tried to push mesh beyond 26 has been largely unsuccessful achieving 32 regardless of mb they use, while 30 has been largely successful (which is why, I assume, EVGA chose 30 as value for ‘auto’).
 
So having failures when going deeply into “beyond official specs” territory, especially one where many others failed too even though they have different motherboards, doesn’t meet definition of the word “bug”. Thus you can’t say it you are experiencing it because of buggy BIOS.
 
What you -can- say though is you experienced success when using your copy of Asus while realizing some other Asus owner might not. No mb vendor that I know of -guarantees- success running at specs that are beyond official ones, not even a hair beyond, and mesh at 32 is almost 25% beyond. If Intel felt their CPU can reliably run at that whole day long in all possible scenarios than they would’ve made it that way. Heck, I’m already very impressed your 32x is working at all regardless of which voltage setting you had to use.

Its not only this it is also the bugged per core VC which annoys me, and some missing features like VDroop Control or LLC on VCIN.
 
Kind of standard features, even with boards that cost half of the amount of the Dark.

IMHO only things mb manufacturer must assure work correctly when using auto or semi-auto settings are ones within Intel's official specs and guidelines and anything else can't be even assumed. Fact that you can do it with appropriate manually set voltage is great, there isn't anything that says or implies you should be able to with adaptive one.

override voltage works, which isn't exactly "intel specs" as well.  
 
if something is there that should imply, that it works at least in general.
 
it is kinda absurd to defend obvious bugs in the UEFI of a motherboard that is created for extreme overclockers with "intel specs".
 
my posts are by the way mainly directed towards EVGATech_LeeM, since he asked me about it, and may probably forward it to UEFI development.

We are obviously not sharing same perspective on certain things but that is OK. I hope you don't mind I presented my take even though post was not meant for me. In any case I hope EVGA ends up further improving things because that is to everyone's long term benefit.
