RTX 2080 Super Ultra XC Gaming, Unable to Overclock at all

I have had this card for about a year now, and have been satisfied with it, though I noticed one thing this week when trying to squeeze out a bit more performance -- the card cannot overclock the core, at all. It runs at 1650 MHz base @ 813 mV (I find this weird -- should my card even be at that odd number voltage at that low of a core?) and normally settles around 1965 MHz base boost clock at 1050 mV. 1980 is the highest it goes at lower than 40C (but obviously, is always higher under load).
 
Done everything I could to find the underlying issue... replaced the thermal paste, reinstalled drivers, no geforce experience, etc. I have flawless frames and no FPS lag because of how optimized my windows and PC are, but the fact I cannot overclock this expensive card irks me, especially when I see almost every user of this card easily achieving over 2000 MHz.   These are the readouts of nvidia inspector and gpu z.  If it matters. And yes -- I am well aware of how the turing cards work and how the GPU boost works. But that should not be instantly crashing my benchmarks when I do +30 MHz, unless my "Silicon lottery" draw was the worst possible.
 
I got this card open box at Microcenter, which may give insight to the issue, but my dying question is, if it *is* an issue, what the hell is it?

    What software are you using to OC with? If you have used Precision X1, go back into and make sure Boost Lock is not enabled and has the card locked at stock clock speed

    Using either EVGA X1 Precision, or MSI Afterburner, yields the same result. Boost Lock is not enabled when I try with EVGA X1 Precision. I am not saying it's stuck at 1650 MHz, in the OP I said it reaches the 1965 MHz boost clock just fine; though, I am unable to overclock it whereas every single other RTX 2080 Super card, while not a massive amount, at least hits upwards of 45HMz plus so the card reaches into the 2000 MHz range.

    Your card is behaving as it should.  Some will clock higher than others.  It's silicon lottery as you already know.  Now if it was a FTW3 version, than yes you'd most likely see 2000+ speeds.

    That's quite unfortunate as I wouldn't think "silicon lottery" meant my card couldn't overclock at *all* (outside of the boost clock, obviously). I have not seen a single RTX 2080 super card uncapable of hitting 2000 MHz speed, but I guess mine is the exception.

    I have the same GPU as you and mine overclocks about the same.  I can add +15 to the core and be stable running anything.  When I push it to a +30MHz, I'm stable in most games (not all), and not stable in most common benchmarks.
     
    The only difference I see based on your posts above is, out of the box mine starts out boosting to 2025 up to ~40C, then settles at 1995 while benching or gaming.

    Instead of +30 have you tried +10? (or is it in increments of 14 now, I forget)

    I think it's +15 increments, but only +15 didn't seem to do anything / change max clock for it at all because of the power limit and my cards silicon. Second I hit +30 insta crashes anything for the most part, but everything else under is fine. It's not a big deal for me (mostly because I got the card open box for 660, about 100 dollars less than retail), and I still get fine benchmarks and FPS in games, but it's still odd how varied part quality can be. And yeah, @, voltage limit on those is much higher at +30% iirc and has two 8 pin instead of 6 8, so it'd make sense it's much easier to OC. At least now I know for the future!

    When benchmarking I use these settings.
     

     
    On 3DMark Fire Strike Ultra the card averages 2,096 MHz through the run, but my card is water cooled.

    Thought the Graphics Scores would be better, but I did just put in this Z99 Dark and RTX 2080 Super without a fresh Windows install.
