Fan not coming on-- EVGA CLC 120 Liquid / Water CPU Cooler, RGB LED Cooling 40

I have a EVGA CLC 120 Liquid / Water CPU Cooler, RGB LED Cooling 400-HY-CL12-V1.
 
My motherboard is an ASUS PRIME X370-PRO motherboard.

The fan is no longer coming on and the temp is rising on my poor Ryzen 2700x CPU.
 
I have gone into the bios and set the fans to max with no profile.  I use MSI Afterburner to monitor, but I have reset it make sure that there is no fan control being applied from that.
 
But the fan is not coming on now.

    You should have the latest version of Flow Control installed..Other Products -> Closed Loop Coolers.

    The pump and fan should work even without Flow Control/software intervention.
     
    The 4-pin pump connector should be on the mobo 4-pin AIO_PUMP header which is configured properly by default to run an AIO cooler pump..You'll need to set the CPU Fan Speed to Ignore in the BIOS -> Monitoring section or you'll probably get an error saying that no CPU fan speed is detected and it won't boot up.
     
    The pump and fan should come on as soon as your PC starts to POST..When in Windows, software such as Fan Xpert 4 in AI Suite might be configured to prevent the pump from running at full speed and you need to raise the AIO Pump setpoints to 100%.

    Just for testing, try the fan by itself on a mobo 3-pin or 4-pin fan header or plug another fan into the cooler and see if it works.

    See if any of that matters.

    I don't have fanxpert running.   The fan does not come on when I turn on the PC usually.   And when I see my CPU temp rise when I get into Windows, I have to open the case and spin the fan with my finger to get it to start running and drop the temp.

    Like I said before, try the fan by itself on a mobo 3-pin or 4-pin fan header or plug another fan into the cooler pump and see if it works..Maybe the fan is faulty..Maybe the fan controller in the cooler is faulty..Process of elimination.
     
    The fan specs are here..If you need to replace it, use something similar, a case fan will work.
     
    If the fan controller in the cooler is faulty, you can just connect the fan to a mobo fan header.
     
    If it's under warranty you can always RMA it if it's bad.
