Swap DIMM Modules, perform a CMOS Reset and see if it gets recognized.
If not you have to RMA the Motherboard.
I had to RMA my first EVGA X299 Dark as well for non working DIMM Slots.

I hope this is not the case.
With COVID 19 there is no way I can send it back or receive a new board.

    Thanks for all suggestions.
I think the MB is faulty.
I submitted a ticket for warranty.
I bought the MB over a year ago and recently was able to purchase components to build this rig.
I wondering how long I have to wait to receive the new MB.
The worst thing is I am in Australia.

Despite being in Australia there is an RMA procedure. Let us know how it goes.

    I emailed support.
Told them Boot not saving in Bios and machine won't shut down.
I have 4 memory cards and see That Dimm2 is no being recognized.
Their answer, "send us photos". what sort of answer is that?
I sent a photo of the Bios where there is only 24Gb of Mem showing up.
What other photos can I send?
I see many having the same problem.
    Is it the firmware?

    Reply,
After BIOS update, please go to BIOS settings page and choose Boot mode under BOOT then change to Legacy from UEFI. Finally, click F10 to save all settings.

I advised this was the problem why I get asked the same question?
Now, I need to send a pic of the CPU socket, still waiting to see acknowledgment of replacing my faulty board.

    Amazing, I email supportTW@evga.com
    their reply:
    Dear Customer,

Based on the picture, except for the CPU ILM damage, are there any functional issues with this product?

    Thanks!

We are going round in circles.

I don't know what damage they are talking about. I paid for a computer engineer to build my machine.
I am at a loss of how and when this issue will be resolved.

That's strange response, ILM looks fine to me, it's allowed to wiggle and move :)
Did you try other BIOS ROM position?
What BIOS version is now? Make sure it's latest one with support for CLX-X CPU.

If you have question, please post in public forum. I do not reply PMs, so all in community can benefit the answer.

    Very strange response.
Yes, we installed the latest Bios version.
I cannot believe the lack of urgency to resolve my issue.
I keep getting asked the same question.
Since this last response from Taiwan no correspondence at all.

Just submit RMA and was shocked to see:
"Our RMA stock are thoroughly tested recertified parts"
I bought my MB brand new, I'm getting a refurbished board by the sounds of this.

Yes, you are. The only way you get a new in box retail unit is if you happen to run into a severe issue with the new in box unit you just bought within 30 days. Although, it may be a different allotted time for mobos, i cant say for sure right now. You should be good though, they usually look like new boards. Once in awhile they throw out a crappy one but not much.

It's my fault I had the board sitting around for just over one year before I finally got the chance to build my rig.
    Anyhow, I don't want a refurbished board.
I have emailed Taiwan to see if they can sell me a new board for a good price.
I am prepared to buy a new one.

I emailed evga Taiwan and this is their response.

    Dear Customer,

    Thank you for your mail.
In fact, we do not provide this kind of service in APAC region.
According to EVGA RMA policy,we only can support the customers the same replacements within EVGA warranty period.
    Sorry for any inconveniences.

    Best regards,
    EVGA
I thought they would help me out but looks not likely. I don't think they understand my issue and what I want.
My guy who set up my computer advises me he's sure its the firmware.

How did you flash the Bios ? from UEFI or booting from USB Stick ?

Have you loaded the defaults before flashing or your OC Settings been applied ?

Once i flashed from UEFI (without overclock Settings applied) a ROM Image for the second Intel NIC must have been corrupted.

It showed up in the Device Manager but with a yellow ! and it did not work.

I reflashed from UEFI again, still the same, i reflashed booting from a USB stick > worked.

the X299 DARK has been my first EVGA Motherboard for ages, last ones i bought were 1156 P55 FTW.

if the next Bios does not fix some of the issues i am going to sell BOTH EVGA Dark X299 and stay away from EVGA motherboards again.

as of now i am about to sell only one for about 50% of the retail price in Europe.

its a pain, i really love the looks and even the UEFI Menu, but there are too many bugs left untreated und unfinished features.
