Strange 2080Ti behavior after some update.

Hi all, long time no chat..., usually because my EVGA stuff runs great. :)

Anyway, something strange happened with my 2080Ti performance recently after some update..., I'm not real sure but I think it's after a COD MW update. Not the most recent one, but the one before. OR, the last precision update, but I noticed after a COD update.
 
ANYWAY, as seen in the picture, what's happening now is that my 2080Ti is going to maximum usage, but the temperature never rises above 41C with the fans getting to the speed as shown. That's great I suppose, but I'm used to it getting into the 70s while gaming. Coupled with that, my FPS in COD MW was easily at my capped setting of 155FPS, now it stays at 100 or under. 

I do have the latest drivers, and perhaps I need to go through and reverify my setting everywhere. 
 
Just checking to see if anyone else saw similar behavior recently, or had any tips.

    Do you have GPU Hardware Scheduling enabled in Windows?  What I noticed ALARMING, is your GPU clock is only at ~1.1ghz.  It's not boosting. Reseat the GPU and PCIe cables.

    I just noticed that too! I just realized that in precision the power slider was not maximized so I'm going to give it a run with that changed and then go through and reseat. This machine has been running in this configuration since this past fall so it certainly could be time to open her up and check everything.

    Interestingly, sitting here not in game and the clock is sitting at 1350.

    OK problem solved. Rookie mistake. I should have known to check the settings after the last precision update. Power slider moved up and all good.
     

     
     
    On a side note, I went and checked for that GPU hardware setting and this is all that I saw in there. I did verify that my machine is up to date. I toggled the variable refresh rate on, though I don't think I needed to, and selected Nvidia high performance for the graphics performance preference. I didn't see the other option mentioned.

    The scheduling thing that the latest Nvidia drivers now supports requires the latest (May) windows 10 update in order to see / enable it.

    I wouldn't worry about it for now as reviews have it at basically a wash, but in some cases it really tanked performance for some games.

    If you set high performance globally, it will cause high idle clocks on the desktop. I set this per application/game.
