Rtx 2070 super Xc ultra fans not coming on automatically

The title pretty much sums it up. I have let the temperature gets up to around 60°C and they still did not come on. Only way I have found is to run precision X1 with a custom fan curve. Is that the only way to make my fans run?

    65c is the minimum before they will come on I believe.

    You're pretty much forced to use precision or afterburner because for some reason the stock fan curves randomly decide to not work or turn on wayyyy too late for my liking. It gets really bad with ICX because the fans all turn on for seperate sensors. I have seen the GPU fan not turn on untill 84c and mem/pwr fans not turn on until 70c, which i'm not okay with. Also if your card has ICX you can only use precision to control all 3 fans, MSI afterburner can only control your GPU fan.
