LOW CLOCK SPEEDS IN GAMES

Recently my 2080ti after the latest nvidia update will lower GPU clock speeds to under 600mhz and run at 98% when running games. 
 
I have uninstall and reinstalled the older version of the nvidia drivers using DDU with no luck same problem.  Also set power management in Nvidia control panel to max performance still no change.
 
Base clock is also now stuck at 1305mhz when not running games. 
 
Any idea how to fix this issue ?

    Download GPU-Z, open it, click on the sensors tab, play a game, minimize the game, and take a screenshot of GPU-Z. What is the "perfcap reason"? Not the perfcap reason right at that moment while the game is minimized, but instead what was the historical perfcap reason while the game wasn't minimized? Give us a screenshot. Without knowing the perfcap reason, it's hard to know the answer.

    As for your "Base Clock" issue, setting Max Performance mode in the NVCPL will keep it from going to the idle clock state.  If you want/need to use the Max Performance setting, change it in the specific game profiles for games you want it in.  Leave the setting under the global tab at Adaptive or Optimal.

    I have changed the performance setting in the nvidia control panel and I tried both ways setting it as a global setting and game specific. 
     
    Both of these did nothing clock speeds still drop when games run.  Base speeds still locked at 1305mhz

    I am struggling to get a proper screenshot just as soon as I minimize the game the clock speeds change to a higher count thus not being an accurate representation of what its looking like when game is up. 
     
    Prefcap reason when game is running = pwr
     
    Prefcap while not running = Idle

    Using EVGA's PX1 or MSI AB, try dragging the Power Limit/Target slider right to it's max.  See if that makes any difference.

    As I suspected, it is saying that it is power limited even though the power is only peaking out at less than 50%.
    This usually indicates that the card has a hardware defect.
    You are using the card's original firmware and haven't tried to power-mod it, right? You have verified that you are using two separate power cables from the PSU to the card and those power cables aren't defective? You can try reseating the card in the PCI-E slot, reseating the power cables at both the PSU and card ends, and test different cables from the PSU to the card if you have spares.
    If that doesn't work, you probably need to RMA it. It sounds like it is erroneously triggering the card's power protection or power balancing isn't functioning properly and some of the power inputs aren't being properly used.

    What size PSU are you using?
    Is it a single or multi rail unit?

    Wow that seemed to have worked I cannot believe it was that simple. I appreciate the help and thank you very much. 
     
    Going to do some more testing to make sure that was a 100% solution.

    I would imagine that there is an underlying issue. Maybe the issue is as simple as a software issue. Either way, it isn't normal for the card to power throttle at less than 50% power with default power setting.

    Hard to say really.  You'll know more as you play different games.  I've had GPU's where they'll run at 98/99% and never get close to even 100% power.  Then I've had GPU's where without increasing the limit I would see the clock speeds lowering.  Your issue of the clock dropping to 600MHz though is pretty severe.  There could be something else at play here.  You'll know more as you play other games.

    Temps seem a little higher(78c when it normally runs 71c) but that might just be the humidity here today. I will continue to test with other games.
