I'd say there is a chance, but not something I'd risk if I had the option, rumors (and that's all we really have atm) are saying September for Ampere cards announcement. How long after they are released, and then made as an option for step up, (if they are) is another question.
 
It'd be fairly tight even in the best case I'd say, but not impossible.

I wouldn't bet or count on it this early...

September/October are most likely... and no idea on stock even then particularly this year.

What's the rumored prices? I've had enough of Nvidia's price increases. Gaming just isn't important enough anymore to drop over a thousand dollars on their highest end cards.

best I've heard about prices is same or higher as current gen, with a lower price being a small (but still possible) chance/consideration.
even in the most optimistic way, I wouldn't expect the top card to be less than $900 at it's lowest version/possiblity.
 
However there may be cards that are decent upgrades at lower prices, even if they aren't at the top of the line up. (least that's what I'm hoping for)
