They are RMA'ing the board. Although the RMA has been in "cross ship" status since Tuesday. It does say allow 1-3 business days to ship. I hope it goes out today because I want to get my new system together. sitting on $800 dollars worth of parts that I cant use right now really sucks.

OK the final result here is it was a setting in the bios. I had to remove the GPU, plug my monitor directly into the MoBo's DP and then I got a display. Then I was able to get into the bios and change a setting called "CSM" I believe. I would have never figured this out without the help of EVGA tech support. Christian at EVGA tech support was great. My only problem here is Why would this setting have to be changed for my GPU to work? its a EVGA GTX 1080 reference card. It's not that old of a unit. I was pulling my hair out with this.

Thank you, Thank you, Thank you! OMG this issue has been absolutely nerve racking. I cannot tell you how many hours I spent disassembling and reassembling my motherboard trying to find connection issues, bent CPU pins, or misaligned RAM. I spent hours on forums looking for any information on this issue and I have no idea how i missed this post so many times. This had me absolutely livid thinking that I had somehow damaged one of my components. On my 4th CPU reseat, i actually bent one of my CPU pins because i was so frustrated and careless at that point. Not only that, I corrupted my hard drive twice and somehow made my first BIOS profile unusable even under default settings. I was able to straighten my CPU pin out almost perfectly, restored my bios profile, reformatted my hard drive and everything runs perfect now. I thought about the CSM settings, but brushed it off thinking everything I had was new enough not to need legacy support. Boy was this a learning experience. Thanks again!
 
To elaborate further on what setting needs to be changed you need to do the following:
-Remove any and all GPU's
-Plug in DP/HDMI cord directly into the MOBO
-Enter BIOS
-Select 'Boot' tab on the top
-Select 'CSM Configuration' near the bottom
-Under 'PCI Devices' Select 'Legacy'
-Install and plug in DP/HDMI cord(s) into the GPU(s)
-Enjoy

Same thing is now happening with my Z490 Dark, I also have an MSI 1080 Ti and will try this method and report back, so incredibly frustrating. What on earth seems to be the issue with these cards anyhow and why hasn't it been corrected in the BIOS or other way?
 
Well on the Z490 Dark, there are no HDMI nor DP ports (p.16 manual), just the single Mini DP so had to order this cable and will know Wed on how it works out...

I've since enabled CSM and now I can use my DP. However, I got a board with the 1.04 BIOS where all of this worked but have since flashed to 1.08 and guess what? The HDMI trick no longer works at least from the monitor to the vid card port, I have a Mini-DP to DP cable on the way and will try that on Wed next week to see if that will bring me back into the BIOS unless EVGA has any bright ideas as to how I can get back into the BIOS before then if it'll even work with such a cable
 
Update: fixed it with moving the 1080 Ti to 2nd PCI-E slot, then was able to get into BIOS and enable CSM. Not sure if this was some sort of electrical circuitry issue on 1.08  BIOS but anyhow I also plugged in my extra PCI-E power into the lower left of mobo to be doubly covered.
