Hi All I have a 1070Ti SC that I just bought cheap, anyway I took it apart to apply some new Thermal Paste, the PCB is strange and like no other video I have ever seen, I am missing a VRM, its looks like they just left it off by accident or it fell off, anyway I will post a few pics. PS: All the other EVGA 1070Ti's seem to have this VRM Thanks, I'm sure one of you wizards will know :)

Stock photo under perfect conditions versus real world photo with less than stellar lighting. Either way, it’s still normal.

Most likely they use the same PCB for other higher-end 1070 cards that have more power phases and your particular 1070 doesn't have them so they left off the extra parts to make it a less expensive model..They do that kinda stuff, always have.
Just search for reviews, teardown, PCB analysis, and you'll see.

You can tell by the empty mosfet pads to the right that it very likely came that way.
It's a commonplace practice on GPUs of every generation. More expensive SKUs tend to add additional circuitry on the non-reference PCB design, but for cheaper cards they just reused the same PCB without all of the chips.
 Have water, will cool.

Normal. That's how EVGA sells them. This is super common for many NVIDIA GPUs for the previous years and years and years; especially if the PCB design is a "reference PCB" (following NVIDIA's original design). The PCB is designed for overkill, and then during testing, as everything stays well within design limits, they determine what they can cut back on components-wise to save money, until they get closer to design limits. It's the Madman Muntz Muntzing technique.

Kinda like what NVIDIA used to do (and still might): Make a GPU chip they knew full well that would run at a higher clock speed, then downclock it in the VBIOS and sell it at a profit as a "normal/standard" card, then simply bring it back up to a higher clock speed with another VBIOS and call it an "SSC" or whatever, then sell it for even more profit when all along it was an "SSC" to begin with. Another thing was they "laser cut" certain circuits on the PCB to disable certain things, then not cut the circuits and sell it as a higher-end card.
