9800x/x299 dark

Hi all, So I am just setting up a X299 Dark/9800x system and am working on overclocking and running into an issue.
In windows the overclock is only working on certain cores and it's moving from core to core.  I think I may need to reinstall windows but figured I'd ask here first to make sure I am not missing anything.   Here are my current settings.
 
CPU Multiplier Control-Manual-Per Core
Core 1-8 set to 50
Mesh Ratio-30
AVX2 Negative Offset-0
AVX3 Negative Offset-0
Bclck-100
 
CPU VIN-1.835
Vcore-Adaptive
Target voltage-1.3
Offset Voltage-+0
 
CPU Configuration-
EIST-Enable
Turbo mode-Enabled
CPU C states-Auto
MSR Lock Control-Enable(not sure what this is)
Hyper threading-Enabled
Virtualization-disabled
Intel VTTD-Disabled
Active Processor Cores-all
Turbo boost 3.0 Driver Support-Disabled
 
Anything here that would cause not all the cores to run my desired 5000mhz when running Aida64 stress test?

    Make sure the latest mobo BIOS (Version 1.23 as of now) is installed which "Resolves specific issues with CPU PerCore mapping."

    Make sure all mobo drivers are installed and up-to-date, especially the Intel Turbo Boost Max 3.0 driver for that CPU and that it's enabled.

    Set the multiplier control to "All Cores' not "Per Core"..Per Core will do what you describe.

    All that stuff can be found in the EVGA Download Center for your mobo.

    Set Windows Power Options to "High performance" (for now) in the Control Panel -> Power Options settings.

    Just did a Cinebench run and all cores stayed at 5ghz with a max temp of 78c. 5144 points, poor screenshot sorry.
     
    Must be something to do with Aida64
     
    I initially had is set to All cores but it did the same behavior.
    It's on the newest BIOS as well.

    Yeah, probably an Aida64 issue then..There's better stress testing software out there than that, like the Intel Processor Diagnostic Tool and Intel XTU and Intel Burn Test and Cinebench like you have.
