z370 Classified K Motherboard Fan Control

Does anyone happen to know what software etc is used to control the fan speed within Windows 10 on an EVGA board?
 
E-Leet X utility does pretty much nothing.
Every other manufacturer usually has some app like Gigabyte SIV, or Asus SmartFan to control this stuff.
 
Any ideas guys?

    For my X299 Dark I had to use the BIOS controls to adjust the settings, I tried a few different programs like speedfan, etc. and they did not work.

    Yea i have 3 of the 4 set to smart but the 4th is running 100% and i would like to be able to control the speed based on temp if possible.

    Correct we have 3 smart fans and other are manual not auto or smart on Z370 Classy. Yeah it set 100% speed but you can change speed drop down from 100% to 90 or 80 or 70 by use icon + or -. Because it always set 100% at default so you can change the speed by %!

    While you are testing : Is there anything special about CPU2 fan header ?
     
    I use CPU1 for the EVGA CLC  power set to max and was testing  a 3 pin fan to CPU2 as smart to control  fan aimed at the back of the cpu chip.
     
    Even using % on CPU2 never could get fan to change speed to anything by full on.
    Was wondering if cpu 1-2 may be linked

    I did not try a different fan or if BIOS change to CPU2 were not getting updated
    Using latest BIOS.
