E-LEET Won't Get Past Install ICC Proxy

It opened once when I first installed windows. Now it always gives me the popup to install ICC Proxy and when I click "YES", it seems like it tries to install for 1/2 second and then gives up. No error, no anything. The software just never opens. Anyone else have issues with this tool? Using v. 1.0.4 which is the correct version for my MB.
