So my graphic card fan number 1 keeps going up to 3900rpm For like two seconds when my card hit 83c and that’s were it always stayed when play games that use 98-100% , now the fan Did not do this before and I’m wondering if I should RMA it or or will a AIO water cooler that I can use that will stop it from doing that because the ones on the site here neither say they are compatible with the my 2080 ti.

Sounds normal. When the card gets too hot it will force the fan into a higher rpm mode to prevent overheating. I would try reapplying the thermal paste first before doing an rma.
