This is the first time I have ever purchased an item online and did not receive it.
 
Purchased on the 9th of March, way before the lockdown and shelter in place situations blew up. For an entire week I waited for a tracking number after they took my money.
 
One could argue it's because of the shelter in place but they had 11 days after they took my money to ship it and didn't.  Since that time I have emailed them multiple times asking for updates. Was it shipped? Do they have a tracking number? etc.   They do not respond to me.
 
Should I contact Paypal and have that charge removed?  I have never done this sort of thing before so just wondering if there could be repercussions to this.

Was the product from EVGA or another vendor? While the shelter in place does mean any non essential workers should remain home normally a company will have some support and warehouse staff still working.

Oh no definitely not.  I've never had an issue with evga customer service ever, and at the very least they have good communication

Double this, submit the dispute on Paypal's resolution ASAP -> this is assuming you paid via Goods and Services and NOT Friends and Family. You can also do a chargeback via your credit card provider if you paid that way, but that should be a last resort.

I am not quite sure what that means about Goods and Services/Friends and Family but I bought it with Paypal credit.    I downloaded the dispute form and it seems to be a generic credit card dispute form, not one tailored to Paypal.  
 
It asks questions like "Cardholder name", "Cardholder address", "Credit Card Client", and "Account number (Last 4 digits)".      I'm not too bright when it comes to this type of thing so I am wondering how do you answer that when it is Paypal credit and I don't have a physical card?
 
I keep trying to connect to an agent at Paypal to ask them these questions and the message is that due to COV-19 there are no agents to help, which is completely understandable of course.   Grateful for any more advice, thank you.

I better be careful what to say as at this point it could be a HIPA violation if I do.  That or I'm overly paranoid.

@yaggaz, I'm assuming you bought it with a Paypal Line of Credit? If that's the case, the Paypal Line of Credit comes with:
Purchase Protection: If your purchase doesn't match the exact description or doesn't arrive at all, we can refund the full purchase price plus original shipping costs.
 
You can lodge a dispute via the Paypal Resolution Center and it can all be done online.
 
When buying stuff online, you always want to use Paypal Goods and Services as it gives you 180 days to lodge a dispute. Friends and Family has ZERO buyer protection. If you're buying from an online retailer, by default you'll have protection, but if you send money to a private party, you can select Goods and Services OR Friends and Family.

On a side note,  Edge would not accept a click to the responses such as "I never received the item."   I had go in with Firefox and then it worked fine.

I don’t think either of us have a single clue what you mean by your statement.. how would or what would stating what website you purchased something from have to do with HIPAA?

Glad Paypal ruled in your favor. Since you were wondering it is most likely the scammer didn't respond at all, so there's probably nothing to see. Paypal generally favors the buyer in transactions.

I know people have zero problems with Paypal, props to them. This however, is why I won't shop at paypal; you can't trust people. I really hope you get your money back. 

Thanks!  But couldn't it happen even buying directly with your credit card? Like if you bought something for $300.00 and then it just never arrives.
