I recently purchased a used 980 ti hybrid on the used market. Is it advisable to remove the cooler and apply a fresh layer of thermal paste?

Personally, I would, seeing how it's a rather aged card and if you're unsure it's ever been done and the GPU temp is getting very far out of line with the product page and reviews..Thermal paste will dry out over time.

Take it apart, clean it all up with a soft-bristled paint brush and some canned air..Do it up like a boss with some Thermal Grizzly Kryonaut or Conductonaut and Fujipoly Thermal Pad for the VRAM and VREG areas

Oh by the way, wanted to tell you if you use Conductonaut to be careful with it..It's extremely electrically conductive being, well, liquid metal..If you roll with that it's a good idea to paint the area surrounding the chip with a couple coats of clear fingernail polish for insulation just in case, like I did, there's circuits there..The stuff is beyond awesome though..Kryonaut is good stuff too, conventional thermal paste.
