Precision X1/XOC causing GPU utilization drop & poor performance?

I am having a strange issue with Precision X1 and my 1080 Ti SC2.
 
I've been playing around with the Unigine Superposition benchmark and Precision X1, using the 1080p Extreme preset. Any time I open Precision X1 to make tweaks and then run the benchmark, my GPU utilization drops to 85-88% during the benchmark.
 
If I do a fresh boot without Precision X1, I get a solid 100%. Also, if I save the changes in Precision X1 and reboot, with Precision X1 applying settings at startup, I also get a solid 100%. However, any time I open the program, it causes the utilization drop until I perform a reboot.
 
Why might this be happening? I've tried DDU, re-installing, etc...nothing seems to work. I never had this problem with MSI Afterburner.
 
Just to see if it made a difference I tried Precision XOC and was having the same issue...anyone experienced this before?
