Core 21 WU - 14310 are big & slow

I keep getting some "NASTY" core 21 - WU - 14310 - they are big & they are slow. 
 
I know all Folding helps - but dang 8 out of 10 GPUs are getting these suckers & not any/many of the Core22 ?
 
WU 14310    - GPU - time for 1 step:
 
1080 Ti FTW3 - each step about: 2m 41 seconds .... over 4.5 hrs -- to do just 1 WU --- these are water cooled GPU
 
Titan X Pascal - each step about: 2m 39 seconds .... over 4.4 hrs -- to do just 1 WU --- these are water cooled GPU
 
2080 Ti - each step about: 1m 54 seconds ... over 3.2 hrs -- to do just 1 WU --- stock air cooler
 
1070 Ti FTW2 - each step about: 3m 05 seconds ... stock air cooler
