-12v reads 13.7v

My Dell XPS 8920 Desktop PC, which is now just a year out of warranty, will not power on at all. No signs of life. Yet if I press the PSU diagnostic button on the PSU, the LED lights green, meaning the PSU should be fine. Using a PSU tester, everything shows fine except for the -12v. It reads 13.7v and keeps blinking, I assume because that is too high. Is this dangerous and could this be why the PC will not power on anymore?

    Which power supply are you using?  Normally the -12V. isn't particularly useful as a measurement; the +12V is far more helpful if you can get the PSU to turn on.
     
    When you're testing with the meter, is the power supply actually running?  If it is running, is there any sort of a load on it (e.g. case fans spinning, etc.)?
     
    If the power supply is sitting there, the measurement may not be too helpful.  You might consider getting a paperclip and jumping the power supply to see how it's behaving when it's actually running.

    Looks like it must be the motherboard. Pressing the diagnostic button on the PSU, the LED will light up green, and power up any device that is connected to it, like the CPU fan, the hdd. But as soon as I plug the 24 pin connector into the motherboard, pressing the diagnostic button does nothing. This PC is only 2 years old and looks in perfect condition. I just don't understand how the motherboard could have just died over the weekend. We didn't even have any storms or anything. Just my luck!

    If you want the same motherboard replacement I have seen them on auction sites such as Ebay.

    General rule of thumb is a tolerance of =/- 5% which means the voltage should not measure less than -11.4v to -12.6v. If the voltage measures outside of that, there is a problem.
