AnsweredRTX 2060 KO fan control via Precision X1 not working

Hi everyone, I just purchased an RTX 2060 KO and am having an issue where the fans are persistently too loud. I have the latest drivers from NVIDIA and am using the latest version of Precision X1 on Steam. 
 
When I go into my PC's UEFI config page, I can tweak my CPU and case fans up and down so I know what they sound like. 
 
When booting or in UEFI, the GPU's fan spins down noticeably, becoming nearly silent. Once booted into Windows though (Windows 10 1909), the GPU fan spins way up despite my temperature remaining around 35C.
 
If I use Precision X1 to manually set the fan speed to 0% or 100%, I don't hear any difference, which leads me to think that Precision X1 isn't doing anything at all for some reason.
 
Any other ideas of things I can try? Thanks!

One detail I forgot to mention is that Precision X1 shows 0 RPM for fan speed - so something's up and the application seems unable to detect or control my GPU's fan speed.

#1 Remove GPU fan shroud and make sure the GPU fan cable is fully seated and secure to the GPU PCB fan header. (On some cards you may be able to see the fan headers, so you might not have to remove the shroud.)
 
#2 Make sure the card is fully seated to the MB. Make sure the PCI-E power cables are fully seated and secure at the PSU side & GPU side.
 
#3 Uninstall all monitoring software. (Precision, Afterburner, Speedfan, HWMonitor, etc.)
 
#4 Perform a clean installation of the most recent video drivers:
  • Uninstall Precision X/MSI Afterburner if installed, make sure to select "no" to saving profiles if asked.  Reboot the PC now if you had to uninstall PX or Afterburner.
  • Use DDU (Display driver uninstaller) in safe mode to clean out all your nvidia drivers. Use the clean and restart (highly recommended) option.
  • Download & save the most recent graphics driver to your desktop. You can find the most recent graphics driver here.
  • Run the graphics installer located on your desktop once the download is complete.
  • Select custom advanced install, under custom installation options uncheck all options except graphics driver & physx system software, if you have a 3D capable monitor and would like to use 3D at some point please select both 3D options, check mark perform clean install, then click next to install the driver, reboot when asked.
If you're still having problems after performing steps 1-4 RMA the card as the fan controller on the GPU has a problem.

Thank you! It turns out that some other program on my PC was interfering with Precision X1 after all. SpeedTemp or CoreTemp or something else - not sure which.
 
I uninstalled everything, rebooted, and my PC was instantly silent. Precision X1 also started showing the correct fan values, and now also correctly controls the fan speed. Peace and quiet!
 
I didn't even have to reinstall drivers.

I recently bought a rtx 2060 ko, an i must say the card gets hot while playing control or SOTR the card gets upto 82 degrees, i dont know whether its normal or not.

Note: Fan speeds, case air flow, thermal paste application, and room temps will affect gpu temps.

I used to use a gtx 1060 mini 6gb before this card, I never saw temps over 77 on that card but on this one, it goes up to 82 degrees. I have tried removing the front panel to check temps, i am getting 76-78 when I remove the front panel. I am using a phanteks eclipse p300 case with 2 front intake fan 1 120mm aio placed as exhaust.
