Here is an example of hitting the power limit aka riding the limit vs not hitting it or riding it...
 
Left is hitting/riding the power limit & right is not hitting/riding the power limit...

 
See how it affected the clocks at the end of the 5 minute furmark run. 
 




This is what I think might be a problem with my card. Simply raising the power limit to the max does not result in better boost clocks than stock boost...
 


If that is the case then using a higher power limit vbios will help resolve your issue.


What is the problem with my card if I can't boost the clocks any higher than stock with increased voltage and power limit?

Under power limited situations I would say the vbios power limit isn't high enough. Under situations where the power limit isn't being hit I would say that the card thinks it just doesn't need to go any higher, so you'll need to manually overclock it. Maxing out the power limit & voltage slider only means you're allowing to card to go higher if it thinks it can do so. If you can't manually overclock the card with increased power & voltage limits without crashing then it just sounds like a silicon lottery deal.

I can make the card hit the maximum power limit with TimeSpy Extreme 4K, I just can't get it to boost the clocks over stock with the power limit increased like in your screenshot. What do you mean by vbios power limit isn't high enough? I'm using the official BIOS. The problem I suspect is the card isn't stable with an increased power limit and overclocking.

The other issue I have is that with both of my PX1 and Afterburner OC/VF scan curves the card won't even boost to the scan points. It should boost to 2070-85 but rarely breaks 2025 and 1.000V. This should be a guaranteed overclock but I'm not even getting that. Seems like something more than silicone lottery going on....

2025 at 1v is still better than mine. I have to push 1.03 - 1.05 to start seeing those numbers.

Two new things I've learned about my card... It can hit the max voltage of 1.093, but only ever for a second before it is thrown back down to the range of 1.05, 1.06 if I'm lucky. Even when I lock the volts in Afterburner this happens when under load. It will hold it when idling, but not under a load. It idles at 27c, and I've seen the 1.093 only come back once it goes below 30c. Benching and gaming sees temps of around 42-48c depending on the game, with some sustained loads soaking the heat up to 50c briefly before its cooled back down again. All the while my radiator fans are running at 75%. About 1600 constant rpms to keep me at 50c or lower. So I'm effectively limited to 1.05 max.

Second thing I've learned I'd like to get some feedback on... Whatever I set my power limit to, the card will always go higher, if the load pushes it to do so. For example, if I have it at 115% power limit the card will jump between 110% to 120%, when under heavy load. At first I think this is just fine, but if I set the power limit to the max 124%, that same behavior makes the power go up to like 125 126. I don't run it that high anyways because I get diminishing returns already starting at 110-115, but it worries me.

I get my best scores on Superposition with a power limit of 115%, and the best one I've gotten to date is 9550, on the 1080p extreme.

I wasn't able to hit and hold those clocks before. Not until I got the two high quality rad fans and put them on my mobo and cranked them up, and then starting always using the increased power limit, on top of the +oc on Afterburner. All of that just to barely peak over the 2k mark. It's loud, and touchy, but I got there. :(

Even after all of this... The poor silicon pick, ridiculous throttle, subpar cooling on stock hardware, power issues, software glitches, and other misc quirks, even after all of that I'd still be willing to let it all go and not be so sore about this,if it were not for that freaking pump. I may be imagining things, but I think it's even gotten louder. With 3 intake fans at the front of my case running at 1200rpm,and the 2 radiator fans sounding like a small vacuum cleaner at 1600rpms, I can STILL very clearly hear the buzz\whine of that dang pump, unless I have headphones on AND have something playing.

My OC scan curve gives me a max of 2055 @ 1.093V and rarely boosts that high. Even at 40-46C! I cannot get a manual overclock higher than that to be stable. This is very disappointing. I've spent at least 1K in water cooling equipment, put a ton of planning, time and hard work into my custom cooled machine only to get a card that performs worse than even the worst air cooled card that runs 15-20 hotter. What is the point of all my hard work and money spent on water cooling products when I can't push the card to it's limit? It's worthless. I can't live with such a poor performing card.
