I own the card in the title. I decided today that I wanted to experiment with OC'ing said card after watching some videos online. I downloaded Precision X1, ran the installation, and the following sequence of events happened instantly:
 
Precision X1 starts up (I literally did not click anything other than run as admin. I did not click a single thing inside Precision X1. This all happened ON RUNNING it.)
The white backlighting on the side of the card turned off
 
and
 
The second (and only the second) fan ramps to 100% speed while the first and third fan sit at 0% when under no load.
 
I booted up Valley just to put some stress on it to make sure that the first and third fans will turn on, and they do. After 10 minutes of running Valley the card is sitting at 60C, with the first and third fans running at a moderate speed but the second fan just whining away at 100%, sounding like a helicopter in my room.
 
I have tried the troubleshooting listed on this forum (uninstall X1, use Driver cleaner to clean and then reinstall NVIDIA. I even took the card out of my rig, booted up using onboard, turned the rig off, put the card back in, and on startup it still does the exact same thing.
 
In X1, the program itself says that the fans are running at 0%, but my ear tells me otherwise.
 
I have Gigabyte z170X motherboard and a i7 6700k @ 4.00Ghz.
 
Does anybody have any suggestions? I don't really like the fact that I used EVGA software with an EVGA card and it malfunctioned on the launch of the program. I didn't even touch a single slider or anything, and the fact that since uninstalling the program the problem has not been fixed.

My ears say thank you. Do you know why that would have happened? Can you explain it to somebody with average tech literacy?

Precision just failed to updated the firmware on the card. You're all good now.
