X299 Dark No Post (New BIOS Chip)

Hey All!
 
I have a new PC build using the following parts:
Intel Core i9-10900x
EVGA X299 DARK
EVGA GeForce RTX 2080 Ti XC Ultra (x2)
Corsair Vengeance RGB Pro 64GB 3200Mhz
Samsung 860 EVO 1TB
Samsung 970 EVO 1TB
EVGA SuperNOVA 1600 G2
 
During first boot-up the computer did not post. The computer beeped 3 times and the on-board digital screen displayed a dF code. I also get no power to my peripherals. I was reading on the forums here and found that I might have to update the BIOS chip as the CPU was too new. I received and installed the updated BIOS chip and I'm still not getting the PC to post. After installing the updated chip however, the computer no longer gives me 3 beeps and the on-board screen displays no code. Along with the updated BIOS chip, here are the other things I've tried:
 
-Only trying to post with one graphics card
-Trying one stick of RAM
-Clearing CMOS
-HDMI and Displayport
-Maybe other things I can not think of right now
 
I would greatly appreciate any insight on this issue as it has been almost 3 weeks of me just searching for an answer. I am afraid that I might have to RMA the board but I don't want to resort to this if that isn't the guaranteed issue of course. Thanks!

    BIOS chip needs to be lined up correctly. Double check that.

    BIOS chip needs to be lined up correctly. Double check that.

    BIOS chip was replaced exactly how the original was was seated. The circle is in the top right corner. However, in the photo from the manual the circle is in the bottom corner by the white arrow. I understand the picture is probably not the X299 DARK but just weird.

    Sounds like you'll need to send it in.

    I think I probably am going to have to send it back, which is a HUGE biff.

    According to this you should be able to get into bios with 10900X even with earlier versions.

    Out of curiosity have you also put the old bios chip back in to see if the 3 beeps and code returns? If it does it would seem to me the replacement bios chip is defective because it should at least do something. The circular mark should go on the lower right corner when installed. Look at pages 131 and 132 of your X299 dark manual for images.

    That's what kind of has me freaked out! I noticed in the manual it was at the bottom right but the one that came with the board was at the top left. I'm just afraid of installing it "wrong" and damaging something and not being able to RMA the board.

    Well in my opinion, if the images in the manual and the directions in the manual are showing how to do it that would be the way i would do it. If something happens to the board because of it then i would say they need to update there own manual. Like it says if the chip is in wrong the little door/latches won't close properly.
