I am unable to increase core voltage above 1.34.
If I hit 1.35 , black screen .
Max frequency I can get on benchmarks is 2250 ( core 200 and memory 150 )
I was able to get 1.4 before but not anymore for some reason.
This is while using water block and chiller so temps are not the issue.
Any suggestions?

Sounds like your gpu may have degraded already.

Without saying which card is this, post have zero value.
If talk about 2080Ti then even 1.25V is already very high for any kind of ambient cooling, unless it can keep GPU below -40°C.

It's a KPE sorry .
It's on a water block and chiller.
Card seems OK and still runs fine .

Yeah, but they have been making Kingpin cards for years. 780 Ti Kingpin? 1080 Ti Kingpin? That was his point. Vastly different lithography and voltage tolerance.

He doesn't know you or your video card.

2080 Ti Kingpin. Copy. Everyone is now on the same page.

Chiller? A radiator in a bucket of ice water? Yours stays below 40 celsius. But does it stay below negative 40 celsius? That's a big difference.

He is using the koolance chiller (if I am not mistaken) on a 2080ti KPE. Not sure about temp range though. That’s just what I have picked up around the forum.

Sorry, his most recent picture showed water cooling in a bucket of ice water. Either way, I doubt that the koolance chiller can sustain a 2080 Ti at negative 40 celsius under load, much less and overclocked and over-voltaged 2080 Ti at negative 40 celsius under load.

Yeah the coldest i can get the liquid temp with my koolance chiller is about -5C/23F and during benchmarks my 2080ti kingpin gets to around 0C/32F   I still haven't been able to hit that 2355MHz on a run, but 2340MHz i can do on a regular basis in Port Royal, Time Spy Extreme i can get to 2290MHz sometimes 2310MHz  but not very often.

I need to hold around -120c to -130c for 1.4ish core voltage. Even with a chiller, at extreme voltages you are still going to be temp limited. Not cold enough. Like sparetime said, at around 0c you can probably expect around 2300 depending on benchmark.
