Definately not..Frequency is what matters most, much more than timings..The F4-4600C18D-16GTRS is 4600MHz stuff and the F4-3200C14D-16GTRS is 3200MHz stuff..Keep what you have now, it's way faster.

Totally agree with Bob but make sure the memory is set to the proper frequency or running as fast as your motherboard will allow it.

Definate true story..Make sure to try running it at the 'Tested Speed/Latency/Voltage" in my link above and with a 2T/2N or 3T/3N Command Rate (the lower the better)..Otherwise, if it's set to "Auto" in the BIOS it will run at the much slower "SPD Speed" for compatibility reasons across different platforms.

You can try an "XMP Profile" in the BIOS too.

But, see where it says in the link that "Rated XMP frequency & stability depends on MB & CPU capability"..That goes for manually setting it up too.

XMP Profiles 1 and 2 have different speeds (if available)..Try them and see what they are..If your PC becomes unbootable or hangs, then you'll maybe need to clear CMOS as described in the motherboard manual.
