I still can't believe the OP is using a TV on a 2080ti.
What waste.
I'm actually upset about that.
I've a couple of monitors but my fav is the 165Hz 1440 IPS.
That can hit over 200 FPS COD on max .
He is wasting his card.

Higher frame rates do reduce input lag. This is important for competitive gaming. eSports tournaments can have million-dollar prizes for CS:GO gamers, where differences in human reaction times may be mere milliseconds apart, and be greatly affected by input lag.
Better framerates on single-GPU cards greatly reduce lag. Having 500fps = +2ms GPU rendering lag, and having only 100fps = GPU +10ms rendering lag. This means 500fps has 8ms less lag than 100fps, because of the GPU rendering delay.

I think if you go above the screens PFS , the frames will be more fluid .

That's not true. If you max out the FPS, say 200 and above, you are not as likely to see screen tearing and the input lag is improved. The majority of tearing that you are going to see is from FPS right around the monitor's refresh rate.

When I get FPS close to the monitor limit , that is when the picture doesn't seem right.
When I pump it to 250FPS on my 1440 165Hz monitor , it actually looks very good.

Just more smaller tears. Average of 3 tears for each full refresh for the framerate and refresh rate you gave. Higher the frequency, the more tears. But the difference in frame times become less and less, so the difference in the frame before and after each tear becomes less, so each tear becomes less noticeable.

If you are going to cap to try and reduce tearing, you should cap to about 3 below your monitor's refresh rate.

I have the exact same problem. In games it runs at 1950mhz. But when I render image in 3ds max with 4000x4000px resolution it goes to 1200mhz. At 2000x2000px it runs at 1950. After I installed the new drivers it ran at 1350mhz. I tried that performance mode and it still run at 1350mhz but this time the memory is maxed out all the time. So weird...
