Are you using the cords/ wires that came with the new PUS or the old one ?
...If you aren't swapping out all the wires from unit to unit. - that will be the issue. You shouldn't use any of the old wires/ cords from the old unit when installing a new unit.
Did your new unit comes with the EVGA tester plug ? ... that you can use to see if it is the unit before sending in .
next troubleshooter step would be to also remove the surge protector from the equation - it could be bad or so old it is no longer able to keep up with the new units demands.
There are lots of things we would need to know / do before completely figuring it out.
Plus listing your entire system specs is helpful .

Im using the wires that came with my unit. After using the jumper test that came with it the fan seems to be working. This is the surge protector I am using that is about a year old - Belkin 12-Outlet Power Strip Surge Protector w/ 8ft Cord (3,940 Joules)
