Z390 Dark 9C Hangs for 15+ Seconds then goes to Windows

My system seems to hang at 9C for around 15-20 seconds before moving on. This behavior started up within the last month or 2 and I'm not sure why. Any explanation? I went ahead and upped the VCore as I saw quite a few forum posts from yesteryear suggesting that VCore may be too low, but that doesn't seem to have helped. If 9C relates to the CPU my concern is a faulty board that's potentially going to kill my chip.  My Z390 Dark has been extremely questionable over the last 6 months, but after the recent RMA nightmare I endured, I ultimately kept my original board.

    Try unplug All USB Device and try again boot up if successful then carry on plug Mouse and Keyboard to test again!
