1080ti FTW3 RMA replacement DOA?

Hello,
I just yesterday got my replacement 1080ti ftw3 through the RMA process and it appears the card may be faulty. With the card installed I cannot change any settings in the precision x1 software without it freezing up my whole system and forcing me to reboot. Any game I launch either crashes right away or the framerate is miserably low.
Things i've tried:
-changing power cables
-reseating the card
-checking all connections
-reinstalling graphics drivers using DDU
-checked for any damage to the card
The interesting thing is my old ftw3, although it had it's own issues (hence the RMA) never gave me this issue. I swapped out the replacement card and put in my old 1070sc and experienced 0 issues whatsoever. I'm not sure if it is relevant but in the precision x1 software it doesn't seem to show that my card is getting power, the power limit sits firmly at 0% no matter what I am doing. changing the amount of power + or - also does not affect the percentage.
 
Sorry if this is a bit scatterbrained, after waiting two+ weeks due to the holidays I am frustrated that EVGA may have sent me a dud.

    That sucks....  only other thing to test before contacting them again , would be to try the 'new' rma card in another system ?  - To see if you get identical results.

    So you can see the card in BIOS & Windows ... it is a PX1 issue  --> PC freezes or Crashes - after you attempt to make "any" changes
     
     
     
    turn Windows 10 Fast Startup OFF, when upgrading drivers, firmware or hardware
            Windows Central - How to disable Windows 10 fast startup (and why you'd want to)
     
    Another option is a Full power "flush"   [making sure the PC sees the hardware]
      1) Turn PC "Off" with Windows (power is really still on to the MB)
      2) Unplug PC & All other devices that have their own power (monitor, printer, USB hub .....)
      3) Hold start button on PC for 20 seconds ... this discharges the capacitors
      4) plug everything back in & Boot
     
     
     next - Remove & reinstall PX1
     
         check these steps in this guide:  How Do I Troubleshoot Precision X1 Issues?
     
     
    Run GPU-Z look at the "Sensor Tab" ....... run a benchmark to load card -- How does it run ?

    So I went ahead and tried all of the steps provided, same issue in another rig. Uninstalling and reinstalling x1 did not change anything, nor did turning off fast boot or flushing. While running a benchmark in Unigine Heaven, at 100% load the card is struggling to stay above 47fps a majority of the time.

    @ what setting on your monitor & benchmark ?
     
    What were the Clocks, Temp, Fan, Load, Power consumption & PerfCap Reason --- on the sensor tab of GPU-Z ?
     
    If it is Unstable in a second PC ... sounds like time to RMA (again)  ---> Contact CS for Help

    Yep, contact customer service - tell them what all has been tested  & probably another RMA

    Thank you, I have been contacted by an EVGA tech and will be starting an advanced RMA. I appreciate all the suggestions and help that I received.
