EVGA 1070 FTW one fan not spinning.

Hello, I am wondering if anyone can shed any light on my situation. Not long ago I noticed that one of my fans on my card no longer spins the one closest to the rear of the PC. My temperatures stay stable on one fan in most games around 60 - 70 degrees but some games I am reaching 82 degrees but never goes over this temp. But for some reason only one fan is spinning still I have tried all sorts of fixes from drivers to taking the card apart to check see if there is anything wrong in there. Which I can not see the fan spins with no resistance when I move it with my finger. 
 
The fan does not even spin up on Start up. Anyone else had this issue with this same card?
 
Oh yeah will I have void my warranty by taking it apart?

    Taking apart the card does not void the warranty as long as you don't damage the card in the process. Sounds like you'll need to do a cross ship rma if still under warranty, and just swap the coolers between the cards.

    Can you force the fan to run with any OC software like EVGA precision X1 or the older software XOC ?
     
    Have you tried the Second BIOS - switch on side of card ?

    I've tried the new and older EVGA software, tried MSI afterburn. Tried with no software installed. 
     
    Tried the master/slave switch to no avail. Just can't think what could be causing it :( just decided to stop working.
