NVME Drive Not Detected in PM1 Slot

Hello!
I have a Samsung 970 Evo Plus installed in the PM1 slot of the x299 Dark and it is not being detected properly.
A GPU is in PE1.
A Samsung 970 Evo is in PM2 and is detected just fine.
All other PCIE and SATA ports are unoccupied and I have made sure PM1 is enabled in BIOS.
 
What is strange is the Evo Plus in the PM1 slot will only show sometimes in BIOS and Disk Management and does not show at all in diskpart. When it does show up in Disk Management, I attempt to initialize it and I get an "Incorrect Function" error. Due to the erratic behavior, I'm suspecting the Evo Plus is a bad drive? Or am I missing something here?

    What BIOS Version are you running on the mother board?

    M.2 is fully installed in the slot ?
     
    Your CPU ?
     
    Tried the other BIOS on the MB switch ?

    Yes I reseated drive.

    I've actually returned the drive in question and ordered another one. Hopefully the motherboard is not the issue.

    Hopefully it's the drive but if you move your working Samsung 970 Evo in PM2 to PM1 that would help you determine if there is a motherboard issue
