ISSUE, installing 1070 GPU system will not boot

Ok, i been asked a few times by some of my buddies this very question ..
 
I am building a system for a buddie, the issue i am having right now is that when i install his GPU back in to his motherboard , the GPU will not the system boot.  everything is pulled in that needs to be plugged in. all power connectors, Hmdi is plugged in to the correct port, video card is seated correctly.
Now i take his card out, and install my 1070FTW video card in to his system, and his system boots just fine ..
 
i install his video card in to my system and it will not boot my system ..
 
Thoughts Ideals or try this are needed ..
I never had this happen in all my years of building or upgrading PC`s .. sure i have had bad memory bad cpus cause this issue, but never a video card. I work on a wooden bench table with a large mouse bad, and i always touch my hand to bare metal that i have on the table leg that runs to the floor .. so no static , and im always working on concrete ..

    Bad gpu. Rma time if still under warranty.

    +1... when the problem follows the gpu to another pc like that its def the gpu. Especially since you installed another known working gpu into his system and it worked.

    now what if this GPU is out of warranty, have a fair ideal of repair cost ? 
    just in case it is not covered still ...
    i dont even think he even registered it to be honest, like the new mother board i put in to his system and the new m.2 i just installed in his other PC.. 
    he has never called me for the information on those or even asked when he brought me this PC im working on..

    Repair cost out of warranty = new gpu price as the guy would need to purchase a new gpu.

    Well, you gotta register the gpu to find out anything about it. Worst case scenario, he could use the second hand warranty probably which is 3 years from when they shipped the card from the reseller or the evga store. If hes the original owner and its not a bstock part and youre within the 3 years. EVGA used to void your warranty if you didnt register but im pretty sure thats been gone for awhile now. Once he registers the card to his account it will say whether its covered or not, for how long etc... Tell him to register the card, hes got nothing to lose, or you can help him with it etc... Just click on anybodys Evga Rewards banner at the bottom of anybodys posts and it will send you straight to the register page. Whos ever code you use gets 2 evga bucks if you upload the purchase invoice when you register. Let us know what happens.

    WMMills, i can tell you this much with him.  is one to go Oh well.  ill just go by a new one ..  And ill be left with a brick ..  He has done that before when i worked on his system, or even built a system.  
    I guess you can say money is not a thing to him.  he is one that dont care about a warranty .. it breaks he goes and buys a new one .. and i end up with the stuff that broke ..

    Aaahhh...ok gotcha. Yeah, some people just have more money than sense. Well, it will be a good card for parts at the least. Maybe you can figure out whats up with it and fix it yourself.... cant hurt it now.

    Okay, but don't be your friend it is trivial to find out if there is warranty left on it. If so, for the price of shipping, you can get it replaced.
