GPU clock not moving

 just had an issue with my 2080 ti FTW3 Ultra.  When I add an amount to the gpu clock it stays at 1350MHz. My power was also stuck at 20W. The memory clock moves as it should and I am able to OC the card with no problem. To see if I could get the GPU clock to move I entered -1000, and it took the number down to 960 if I remember correctly. Unfortunately, when I added that 1000 back in my screens flickered and my 2nd monitor went black. My main monitor went a baby blue color. I couldn't turn the PC off at the button on the front. I, hesitantly, flipped the main power switch in back off. Let it set for 30 secs, and turned it back on. 
  The GPU clock is still stuck at 1350, but the Power now shows 59W.  Anything I can do to get the GPU clock working normally.  Should I flash the BIOS?  I have no clue how to do that, but any help would be appreciated.

    Damn, did you see any smoke out the back of the machine?

    Sounds like it may be time for an rma if reflashing the card, and reinstalling the drivers doesn't help fix the problem.

    Double check your PCIe seating and power connections via PSU so they are full seated in and if that doesn't work, do what Sajin said.

    DDU the nvidia drivers in safe mode and install the latest drivers and try again.

    But it dont sound good.

    Also no one asked but did you install a water block??

    No, I did not install a water block, and no, there was no smoke at the back.  haha    After I rebooted the computer everything seems to be working correctly now.  Power still at 58W. GPU clock moves now. Mayyyyybe just a small glitch of some kind....

    ok.... sooooooo....  things still aren't quite right.  lol  I had to jump through a **** load of hoops to flash the drive and I still can't.  first of all, I had to get into hkey so that I could just bring the cmd window up with shift+right click.  when I did that I typed in what I was supposed to. I get an error msg about 32 bit system..
    oh, btw, I get 2 cmd windows when I try this. I have the one I am working with and another pops up giving me more info that I thought would just appear in the same window I am working with. So I find another post from Sanjin and type in nvflash64 --offprotect    that seems to work. when I try to enter nvflash -4 -5- 6 filename.rom....   I get an error in that 2nd cmd window stating "that is an unknown command" or something to that effect. So i dont know what the **** to do..
      on the bright side I did learn some **** tonight..  lol  unfortunately, being able to flash my GPU bios correctly wasn't one of them. 
     
     I did reinstall the drivers, btw
     
    one last thing I did try nvflash64 -4 -5 -6   as well

    nvflash64 --protectoff (then press Enter)
    nvflash64 -6 YourVBIOS.rom (then press Enter)
     
    See how that rolls.

    so the gpu clock is still wrong in X1, BUT in gpu-z the OC numbers are correct..  delete X1 and reinstall afterburner, or uninstall/reinstall X1?  I like X1's layout a lot better, but if there is something wrong with it........

    I'd use afterburner, and only use x1 for setting the gpu fans to a manual static speed. So the clock is still stuck at 1350 even when putting a load on the card?
