I have tried to find the root of the problem for many days now and it is frustrating me to the core. I have experienced this in multiple games now Modern Warefare, Halo, and Rocket League. My frames will go from normal all the way down to 1-15 and then go back up. My CPU and GPU temps are both normal under stress testing and in game. My utilization of my RAM and GPU never go near max, It happens to my CPU when it is near 100% but also when it is at 65%. Any help would be greatly appreciated. Here is a list of things I have tried and my specs are listed at the bottom. Even as I type this I am getting stuttering just watching Netflix.

I have tried.Updating my Bios, Graphics Card, and Windows. Turning off all of the windows game stuff and my Discord/NVIDIA overlay. Scanning my hard drives for bad sectors. Running Virus scans, cleaning the computer through various tools. Resetting Windows. Cleaning all the dust out of my computer. Ran Windows Memory Diagnostic Test, no errors.

CPU: I7-6700K CPU @ 4.00 GHz
GPU: GTX 2080 XC
RAM: 16GB of DDR4PSU: Corsair AX Series AX760 760W
OS: Windows 10 (10.0, Build 18363
Main Display: Asus Rog Swift 27-inch 144Hz G-Sync 1ms 1440p
Secondary Display: AOC 1080 27 Inch

Edit 1: I have tried optimizing through G-Force experience but I have moved away from just focusing on my in-game performance since it happens when I am playing no games and just watching a video in my browser

Have you tried DDU when removing the display drivers?

Have a spare hdd/ssd you can install windows onto to see if reinstalling windows will help?

I would uninstall EVGA Precision X1 if you have it..Then restart your PC..PX1 has been known to cause exactly the problem you are having.

If no joy, continue with the other good suggestions above such as using DDU to uninstall the NVIDIA Graphics Driver and optional driver components..Then install only the latest NVIDIA Graphics Driver and PhysX, nothing else..You should 'Revert' your games in GeForce Experience before doing that.

If still no joy, then proceed to partition your HDD/SSD and install a fresh copy of Windows (if there's enough drive space) on the new partition, or use another drive, or maybe use System Restore first to roll back to a point before when you think the problem began.

And you checked the 'game DVR' section ?.. that it is off ?
